Thematic area: South/East, internationalization and community policies of the EU; Jean Monnet network -research, resources and partnerships of "I Mediterranei".

The new datum is that, taking advantage of the EU's momentum for enlargement, there is an opportunity today to define an economic policy to consolidate and expand what has grown up spontaneously in South and East Europe. In the international panorama the Mediterranean and East Central countries already have three domestic resources; environment, cultural heritage, and know-how in the manufacture of local products (everything from pottery to food). These potential competitive advantages have to contend with a few weak points: modernization of infrastructures not yet completed, competition from products imported from stronger economic areas, low level of internationalization and diffusion of their own products, and shortage of human capital. A new economic and entrepreneurial policy should reverse these negative factors, if it concentrates on the training of people capable of moving in an international dimension, equipped with management and entrepreneurial skills and able to design structures and infrastructures for communication. The development of tourism would be a means for starting marketing action by promoting local regions and drawing the attention of millions of people to the reality and culture of South and Central Europe. The integration process of the European Union is part of this new South/East reality and globalization. It has run a historic course beset with internal and external challenges, and among its most significant achievements are its continuing growth (from the original six States to fifteen, 25 foreseen for 2004, 27 for 2007, and so on), the great free market, the single currency, and its geopolitical relationships. The Union has progressed through its institutions, programmes, initiatives and the networks for the integration of the differing sectors of the economy and of society. The objective of our project, therefore, is now to insert the various thematic areas into these networks, in an interdisciplinary way, thus giving the agents of development the necessary tools (legislative, technical, operational) for utilizing community funding in order to bring the specific characteristics of territories into an international context, opening up the S/E areas, from the Mediterranean to the Baltic, to development and global exchanges in other countries and continents (Italy, Portugal, Spain/Argentina-Brazil). This particular thematic area interacts with all the others, and, since the process of integration is central to each, can be a source of observations and indicators for future planning.
